What is CASETRUST for Education?

The CaseTrust for Education scheme has been customised specifically by CASE for the education industry in Singapore.

The program enhances the confidence of international students and their parents in the quality of education in Singapore. The regulatory framework focuses on building trustworthiness, professionalism, as well as business and academic excellence.

It has two tiers – first, an essential or mandatory tier, which requires Private Schools to ensure high quality student welfare practices and standards and gives Private Schools the right to enrol international students. Second, a voluntary tier, tied to privileges, is focused on enhancing business and academic excellence. CaseTrust for Education is part of the essential tier under the regulatory framework.

The CaseTrust Accreditation Scheme was relaunched in 2004 where businesses declare up-front that they conform to minimum standards that have been stipulated and defined through their membership in the scheme. It is a declaration of minimum business standards to those who patronise them.

The CaseTrust Accreditation Scheme represents the synergy between Consumers Association of Singapore (CASE), Building and Construction Authority (BCA), SPRING Singapore, the Singapore Tourism Board (STB) and the Infocomm Development Authority of Singapore (IDA).

To Whom Does It Apply?

From 1 September 2005, all PEOs that want to enrol international students will need to have CaseTrust for Education status.

When Did It Come Into Effect?

All PEOs taking in international students are given until 1 December 2004 to obtain a CASE-endorsed Student Protection Scheme (either the CASE-endorsed Student Tuition Fee Account (Escrow) or the CASE-endorsed Student Tuition Fee Insurance). This will be an important component to achieve CaseTrust for Education.

PEOs will be given a one-year grace period until 1 September 2005 to achieve all the requirements of CaseTrust for Education if they wish to continue to enrol new international students.

A PEO that achieves CaseTrust for Education is certified as an organisation that possesses the foundation for good quality student welfare /protection practices and standards. The PEO will have the following mechanisms in place:

• Clear Fee Policies
• Well-Defined Student Redress Practices and Systems
• Disclosure of the PEOs Commitment of Quality
• Well-Trained Personnel

What is the CaseTrust Student Protection Scheme (SPS) and how can it protect Students?

The SPS serves to protect the students' free in the event a PEO in unable to continue operations due to insolvency, and/or regulatory closure. Furthermore, the SPS protects the students if PEO fails to pay penalties or return fees to the students arising from judgments made against it by the Singapore courts.

Confidentiality of Student's Personal Records

The Turning Point Education Group is committed to maintaining the confidentiality of the Student's personal information and undertakes not to divulge any of the Student's personal information to any third party* without the prior consent of the Student.

*Exceptions Apply:

• During Emergency whereby the safety and life of the student maybe compromised; and/or
• As required by Courts or Law agencies to do so.
